The First 100 Days of a Dan Sullivan Presidency: What the Record Suggests

His background is a rare four-branch resume: Marine Corps Reserve officer; Alaska Attorney General and commissioner of the Department of Natural Resources; and Assistant Secretary of State for Economic, Energy and Business Affairs under President George W. 03 Alaska resource development and energy

Sullivan's website prominently features the January 2025 White House executive order “Unleashing Alaska's Extraordinary Resource Potential” — he championed the opening of Alaska energy and extractive development, alongside advocacy for the Alaska LNG gas project.

This is the core of the scenario: the agenda item he promotes most is itself a presidential action. A president could reissue or expand such an order and direct federal permitting for Alaska LNG without Congress; new statutory authority and appropriations would still need the Hill.

04 EPA and regulatory reform: the diesel fix

His Cold Weather Diesel Reliability Act (S. 3135, introduced with Sen. Lummis (R-WY) in November 2025) directs EPA to update regulations so cold-related emissions faults do not force diesel engines to shut down (“derate”) in extreme cold, and provides year-round DEF exemptions for cold-climate vehicles. Sullivan's words: a faulty sensor “can quickly become a life-threatening situation.” EPW held a hearing March 11, 2026 and advanced the bill September 16, 2026.

On July 3, 2026, President Trump issued a full pardon to Wasilla diesel mechanic Mackenzie “Mac” Spurlock at Sullivan's request — convicted for modifying emissions systems to keep Alaska vehicles operable in extreme cold — and Sullivan tied the pardon to his legislative fix.

The lever: the statute needs Congress, but EPA rulemaking toward the same end is executive action. This would require congressional approval rather than unilateral presidential action — for the bill, not the rule.

05 Fisheries, China and the Arctic

Sullivan introduced the STAND with Taiwan Act of 2026 (S. 4065, per GovTrack's recently-introduced list). Combined with his Armed Services seat and the fisheries-sanctions letter, the documented through-line is China pressure across economic and security domains.

His career issue mix — 23% armed forces and national security, 22% international affairs — matches the record. The lever split: the Taiwan-sanctions structure needs Congress; the posture and sanctions-implementation levers are executive.

07 Tech, online safety and tax relief

On August 6, 2026 the Commerce Committee advanced his legislation “to protect youth online, demand accountability from Big Tech,” and the opioid-focused “One Pill Can Kill” campaign is a website highlight. His homepage also promotes the Working Families Tax Cuts Act, part of the 2026 GOP tax-relief push.
