01 The scenario

Todd Young of Indiana is a Navy veteran turned senator who chairs subcommittees in both Commerce and Finance and sits on Intelligence, with a 2025 record centered on the FY26 defense package. This article asks a hypothetical question: if he were ever sworn in as president, what would the first 100 days look like based on his documented record? This is a scenario analysis, not a prediction that the person will become president and not an endorsement or criticism of the person.

The premise rests on a specific documented record: an AUMF repeal enacted in the FY26 NDAA, an NSA AI-security bill, the BIOSECURE Act's contracting prohibitions, a critical-minerals bill, an Iran-snapback resolution, and Indiana defense provisions — all in one calendar year. The digest notes his agenda is defense- and tech-security-focused with meaningful executive overlap: BIOSECURE-style federal-contracting prohibitions, NSA AI-security directives, and critical-minerals agreements can all be implemented through executive procurement policy and agency action, with his bills codifying them. A reasonable inference from these positions is that a Young White House would open with procurement and agency directives on biotech and AI security while sending codifying statutes to Congress.

02 The record: who Todd Young is

Young is an Indiana Republican in the Senate since January 2017, previously the U.S. House member for IN-9 from 2011 to 2017, with a term ending January 2029. His committee portfolio: he chairs the Senate Commerce Subcommittee on Surface Transportation, Freight, Pipelines and Safety, chairs the Senate Finance Subcommittee on Health Care (jurisdiction over Medicare, Medicaid, CHIP, and health-system financing), and is a member of the International Trade and Social Security subcommittees. He sits on the Select Committee on Intelligence and Small Business and Entrepreneurship, and his FOCA Act was referred to the Homeland Security and Governmental Affairs Committee.

His background: a fifth-generation Hoosier, a U.S. Navy veteran (1990-1995) who served as an intelligence analyst and Marine Corps officer, with an MBA from the University of Chicago and a Georgetown law degree, private-sector work before Congress, and a former chairmanship of the National Security Commission on Emerging Biotechnology (NSCEB).

03 AUMF repeal: closing the “forever wars”

With Sen. Tim Kaine (D-VA), Young authored the AUMF repeal bill — repealing the 1991 and 2002 Iraq Authorizations for Use of Military Force — included in the final FY2026 NDAA. Young, on December 17, 2025: “I've been pushing for years to repeal these outdated AUMFs, and I am pleased that my repeal bill is included in the final NDAA... The Gulf War started 34 years ago, and the Iraq War began 22 years ago. These conflicts have long ended, and today Iraq is a partner, not an adversary.”

The scenario significance is the inverse of most items here: the AUMF repeal — now law via NDAA — is, per the digest, a genuine congressional check on any president's first-100-days war powers, ending statutory cover for Iraq operations. Young's own agenda constrains the office he would hold.

04 AI national security and the NSA playbook

The Advanced AI Security Readiness Act directs the National Security Agency to develop an AI security playbook to protect America's advanced technology from foreign adversaries; it was included in the IAA and NDAA, per Young's December 17, 2025 release listing his three bills included in the two packages.

The digest classifies NSA AI-security directives as executive-implementable: a president could order the agency to produce and apply such a playbook unilaterally, with the statute codifying the requirement. That makes this item a day-one lever in a Young scenario — the playbook work is agency direction within existing authority.

05 Biotechnology security: BIOSECURE and the NSCEB

The BIOSECURE Act prohibits federal contracting with biotechnology providers connected to foreign adversaries; it stems from Young's role as chair of the National Security Commission on Emerging Biotechnology. The NDAA also includes 17 other NSCEB recommendations “to spur biotech innovation critical to our national security and defense capabilities and ensure the U.S. maintains global leadership in biotechnology” — per his October 17 and December 17, 2025 releases.

BIOSECURE-style federal-contracting prohibitions are, per the digest, implementable through executive procurement policy — a president could direct the same prohibition administratively while the statute catches up. This is the clearest unilateral lever in his documented portfolio.

06 Critical minerals and Iran snapback

The Finding ORE Act strengthens U.S. mineral security via geological-mapping collaboration with allied countries to locate critical-mineral deposits; it was included in the Senate-passed FY26 NDAA, per Young's October 17, 2025 release. The digest notes such agreements can be implemented through executive action, with the bill codifying the collaboration.

S. Res. 81 — calling on the UK, France, and Germany (the E3) to initiate the snapback of UN sanctions on Iran under UNSCR 2231 — was agreed to in the Senate in 2025. The digest classifies it as pressure on executive diplomacy: the E3 mechanism is treaty-driven, but U.S. pressure is presidential.

07 Indiana defense industrial base and government operations

Young secured in the FY26 NDAA: $5 million for the Defense Innovation Unit OnRamp Hub led by Indiana's Applied Research Institute, $55 million for the Indiana Army National Guard Shelbyville flight facility, $18 million for an F-16 training facility in Fort Wayne, and anti-submarine warfare equipment funding — per his October 17 and December 17, 2025 releases. On December 17, 2025 he voted for the final FY26 NDAA, which passed 77-20.

The FOCA Act (S. 1064, introduced March 13, 2025; 23 Republican cosponsors; referred to HSGAC) is federal-government-operations legislation. The digest notes its full title and acronym expansion and substantive content were not captured in the research pass — the congress.gov summary was “in progress” — so its provisions should not be described without verifying the bill text.

08 What the record cannot tell us

The evidence runs out in specific places. The FOCA Act's full title and substantive content were not captured; the digest directs that the bill text be verified before describing its provisions. Young's positions on taxes beyond Finance subcommittee jurisdiction, immigration, and energy were not documented here; there is not enough public evidence to determine them from this record, and they should not be assumed.

His Intelligence Committee activity beyond membership is largely classified and was not documented — the digest directs against speculation. And the NSCEB's final report and recommendations status beyond the 17 recommendations included in the NDAA was not verified.

Disclaimer: this article is a scenario analysis based on the documented public record as of September 21, 2026. It is not a prediction that Todd Young will become president, nor an endorsement or criticism of him or his positions. Where evidence is incomplete, that is stated rather than filled in.
