Taiwan and the Summit: Can Diplomacy Reduce the Risk of Miscalculation?

1 The checkable question

President Donald Trump and China's Xi Jinping met in the United States on September 24, 2026, with Taiwan on the agenda alongside AI, trade and Iran. Talking about a disputed island does not by itself reduce risk. The useful question is narrower: did the meeting produce wording, or a channel that officials can still use after the mood changes?

2 What the September drills showed

The Associated Press and ABC News reported that Taiwan conducted drills on September 18, 2026 at Pingtung county, in the south, overseen by President Lai Ching-te. For the first time the exercises combined several types of attack drones with conventional weapons in joint combat drills, alongside live launches of anti-air, anti-ship and anti-landing missiles. The following week brought further drills using newly bought US-made HIMARS rocket systems and Stinger missile simulators.

3 Why exercises sit inside the risk

Exercises are messages, and messages can be misread. The Taiwan Strait is roughly 180 kilometers wide and narrows to about 126 kilometers at its tightest point. China claims Taiwan as its own breakaway province and has not renounced the use of force. In a space that small, a live-fire sequence and a mobilization can look alike to an observer who cannot ask a question and wait for an answer.

4 Arms sales as leverage

After the May 2026 summit, Trump postponed a planned $14 billion arms package to Taiwan and called arms sales a "very good negotiating chip" in talks with Beijing. A postponement is not a cancellation, and the package is not reported as withdrawn. The distinction matters because Taiwan's planners budget against deliveries rather than announcements, and the sequencing of sales is itself a signal inside the talks.

5 Dialogue is not a durable agreement

Dialogue is a meeting, a statement or an agenda item. A durable agreement is an artifact: a named channel, staffed continuously, with defined triggers for use and some way to check that both sides did what they said. Crisis-management arrangements are judged by whether they work on the worst day, not the day they are announced. Military communication, exercise notifications and incident protocols all sit in the gap between intention and text.

6 What is at stake beyond the island

Reduced confrontation would benefit regional security, commercial shipping through the strait and the semiconductor supply chains that depend on stability. None of that requires a settlement of the underlying dispute, only arrangements that keep a misunderstanding from escalating. Whether this summit produced a sentence or a mechanism is the part that can be checked later.
