A cool phase of the Pacific Decadal Oscillation combined with unusual warmth in the tropical Atlantic shifted the jet stream and suppressed moisture transport into the Plains. But these oceanic conditions alone would not have produced dust storms of the magnitude seen in the 1930s. The difference between a bad drought and a national catastrophe was the removal of the native vegetation that had held the soil for millennia.
