The hidden history of the circular economy

01Before linear: the age of necessity
Long before anyone used the term circular economy, most human societies were circular by necessity. Clothing was mended and passed down, buildings were constructed from salvaged timber and stone, and food waste returned to the soil through composting or animal feed. Nothing was disposable because materials were scarce and labour was patient.
In agrarian economies, the concept of waste barely existed. Rags were pulped into paper, ashes became lye for soap, and worn metal was reforged. The circularity was not planned but structural: scarcity made disposal unaffordable, and the absence of synthetic materials meant everything returned to natural cycles.
02The industrial break
The Industrial Revolution broke this pattern. Coal, steel, and later oil made energy cheap, mass production made goods abundant, and synthetic materials created substances the biosphere could not absorb. For the first time, disposal was cheaper than recovery. The linear model was not a deliberate choice but the emergent logic of cheap energy and cheap extraction.
This break was so complete that by the mid-twentieth century, planned obsolescence became a design strategy. Products were engineered to fail, and the language of consumerism framed newness as virtue. The habit of reuse survived at the margins — in wartime scrap drives and depression-era thrift — but the mainstream flowed in one direction.
03Boulding's spaceship
The intellectual foundation of the circular economy was laid in 1966, when economist Kenneth Boulding published The Economics of the Coming Spaceship Earth. Boulding contrasted the open economy of the past — where inputs were limitless and waste disappeared — with a future in which Earth is a closed system, a spaceship with finite stocks and limited sinks.
Boulding argued that the economy of the future must be cyclical rather than linear, designed to maintain stocks rather than maximise throughputs. His essay did not use the term circular economy, but it articulated its central premise: on a finite planet, the throughputs that define economic activity must be managed as a closed loop.
The idea arrived at the same moment that environmental awareness was crystallising. Rachel Carson's Silent Spring had appeared four years earlier, and the Limits to Growth report would follow in 1972. Boulding gave the emerging movement an economic vocabulary.
04Pearce and the formal coinage
The phrase circular economy first appeared in print in 1990, in The Economics of the Natural Environment by David Pearce and R. Kerry Turner. Pearce, an environmental economist, used it to describe an economic system that minimises waste by keeping materials in productive use, distinct from the linear throughput model.
Pearce's contribution was to frame circularity as an economic concept rather than an ecological aspiration. He connected it to pricing externalities, valuing natural capital, and designing instruments — taxes, permits, deposit-refund schemes — that make disposal expensive and recovery profitable. The circular economy, in his hands, was a policy framework.

05Cradle to cradle and biomimicry
In 2002, architect William McDonough and chemist Michael Braungart published Cradle to Cradle: Remaking the Way We Make Things. Where Pearce had been an economist, McDonough and Braungart were designers. Their book reframed circularity as a creative and biological principle: waste equals food, and products should be designed as either biological nutrients or technical nutrients.
Cradle to Cradle was influential because it replaced the guilt-driven language of environmentalism with an aspirational one. Instead of reducing harm, it proposed doing good: buildings that produce energy, fabrics that are safe to compost, products that return as raw materials. The book popularised the idea that circular design is not a constraint but an opportunity.
06The Ellen MacArthur Foundation era
The circular economy entered the mainstream after 2012, when the Ellen MacArthur Foundation launched with a mission to accelerate the transition. EMF synthesised the economic, design, and ecological strands into a single framework: the butterfly diagram, the concept of value preservation, and the business case for circularity.
EMF's reports, produced with McKinsey and others, quantified the economic opportunity — trillions of dollars of material savings, new business models, and job creation. This translated circularity from academic concept to boardroom strategy. The foundation's influence on EU policy, corporate strategy, and education has made it the most visible face of the circular economy.
The Foundation's contribution was less originality than synthesis. It took ideas scattered across economics, industrial ecology, and design and assembled them into a coherent, actionable framework with a diagram, a business case, and a policy agenda.

07From fringe to policy
By 2020, the circular economy had moved from advocacy to legislation. The European Union's Circular Economy Action Plan, adopted in 2020 as part of the European Green Deal, set binding targets for recycling, eco-design, and waste reduction. China adopted a Circular Economy Promotion Law as early as 2008. The concept had traversed the arc from intellectual curiosity to policy instrument.
This journey — from preindustrial habit to Boulding's metaphor to Pearce's economics to McDonough's design to EMF's framework to EU law — is the hidden history of the circular economy. Each stage kept the core insight that waste is a design failure, but each reframed it in the language of its era: necessity, systems, economics, biology, business, and policy.
