01The Forgotten Pipes of the American Empire

Americans in Puerto Rico, Guam and the US Virgin Islands drink, cook and bathe from systems whose average pipe age is measured in generations, not years. These three territories hold more than three million US citizens between them, yet their water utilities operate under funding rules, federal oversight levels and disaster-recovery timelines that no state would tolerate for long. The result is a quiet, repeating crisis: outages in the dry season, boil-water notices after storms, rationing when reservoirs fall, and sewage that surfaces through pipes that should have been replaced decades ago.

02Puerto Rico: Rationing Returns

Puerto Rico's water trouble is the most visible of the three. The state-owned utility, the Puerto Rico Aqueduct and Sewer Authority (PRASA), serves roughly 1.2 million customers across an island where reservoirs, treatment plants and distribution lines were largely built between the 1940s and 1970s. In the dry season, residential service is rationed in the metropolitan San Juan area and across the north coast, with shutoffs that can run several hours a day. In July 2025, after months of below-normal rainfall, the governor declared a state of emergency and the National Guard was mobilized to distribute tanker water to neighborhoods where taps had stopped. Climate-driven sea level rise compounds the saltwater-intrusion risk over the long horizon, pushing the freshwater lens thinner from below even as pumping pulls it down from above.

04USVI: Cisterns and Sewage

The US Virgin Islands combine the worst of two worlds: a small, fragmented utility serving steep volcanic terrain, and a building stock that has relied on household cisterns for centuries. On St. Thomas and St. John, many homes collect rainfall from roofs into cisterns that supply most of the year — until a dry stretch empties them, and the only backup is trucked water at premium prices. St. Croix's central distribution system, run by the Virgin Islands Water and Power Authority, has struggled with a chronic shortage of storage and treatment capacity; desalination plants built decades ago are aging, and hurricane damage from 2017's Irma and Maria has still not been fully repaired.

EPA enforcement, while real, has produced repair schedules that stretch into the 2030s — a familiar territorial pattern where a federal mandate exists but the capital to meet it does not. The territory's limited bonding capacity and an insolvency restructuring of its public utilities have left little fiscal room to move faster.

05Why Territories Fall Behind States

The structural reason these three systems fail in parallel is not geography alone. American territories are excluded from many of the per-capita funding formulas that automatically route money to states for drinking water and wastewater. The Drinking Water State Revolving Fund and the Clean Water State Revolving Fund, the two main federal vehicles, allocate by formula to states; territories receive only small set-asides. Disaster recovery under FEMA is slower and more contested for territories, as the post-Maria experience showed vividly, and Medicaid-style matching programs are capped at levels that leave local governments to absorb costs a state would share with Washington.

The political mechanism is simpler still: territories have no voting representation in Congress. There is no senator whose re-election turns on a PRASA pipe replacement, no House member whose district includes a Guam aquifer. Federal agencies can and do fund territorial projects, but the funding arrives as grants to be applied for, defended and matched — not as baseline appropriations written into law. Every dollar of territorial water infrastructure has to be argued for in a room where the constituents are not in the room.

06Climate, Disaster, and Deferred Maintenance

The three territories share a climate profile that worsens the existing deficit. Caribbean and Pacific island systems face stronger hurricanes, longer dry seasons and saltwater intrusion, all on top of infrastructure that was already under-maintained. The compounding effect is nonlinear: a storm that would cause a week of outages in a hardened mainland system causes months in a territory, because the repair pipeline — crews, parts, federal reimbursement — is thinner and slower. Puerto Rico after Maria in 2017 was the clearest case, with some neighborhoods waiting nearly a year for full water restoration. Guam's typhoon season tests the southern reservoir and the northern aquifer each year, and the USVI's 2017 storms exposed storage and treatment gaps that, nine years later, are still being addressed.

Deferred maintenance is not a neutral choice. It is what happens when a utility cannot price water high enough to fund its own replacement, cannot borrow at investment-grade rates, and cannot depend on a recurring federal appropriation. The result is that the same broken main gets patched three times instead of replaced once, and the same dry-season rationing returns each year as a recurring cost borne by residents in lost hours, lost wages and health risk.

07Who Pays for the Fix

There is no clean market solution to territorial water. Utilities cannot raise rates enough to fund full replacement without making water unaffordable for low-income residents, and many territorial households already pay a higher share of income for water than stateside counterparts. Federal grants arrive, but they are episodic and competitive, not baseline. Private finance is wary of territorial credit, especially after Puerto Rico's debt restructuring and the USVI's utility insolvency, so the cost of borrowing is high precisely where the need is greatest.

The realistic fix is a combination: dedicated federal baseline appropriations for territorial water infrastructure that mirror the state formulas, climate-resilience grants tied to specific projects (a northern Guam wellfield, a St. Croix desalination train, a PRASA pipe-replacement acceleration), and ratepayer protections that decouple affordability from utility solvency. None of that is cheap. But none of it is more expensive than the recurring cost of rationing, outage, and the slow health drag of systems that fail in the same place every year.
