01The seed is an allegation, not a verdict

That wording matters. “Suspected” identifies the investigative posture; it does not convert an arrest into proof. The same report describes a disaster measured in destroyed structures, evacuations and a large firefighting response. Those facts explain why investigators face pressure for an immediate answer, but pressure is not evidence. A careful account keeps three questions separate: what burned, where the fire began, and who—if anyone—caused it.

02Destruction changes the evidence environment

08The useful conclusion is calibrated

After a disaster, the public wants a clean story: one spark, one culprit, one explanation. Investigation is more valuable when it states what is established, what is probable and what remains unknown.
