Iran's Nuclear Program: What Remains After the Bombs Stopped

01 The question is bigger than a crater
The first post-war temptation is to treat the nuclear program as a collection of targets: a hall hit, a tunnel sealed, a power substation burned. That is the wrong unit of analysis. A nuclear fuel cycle is a chain linking mining, conversion, enrichment, storage, engineering, procurement and trained personnel. The three sites in this article are therefore nodes in a system, not three identical “reactors.”
Public evidence after a strike is also uneven. Satellite imagery can show roof collapse, scorched ground or earth movement; it cannot by itself establish whether centrifuges were destroyed, moved before impact, or left intact behind reinforced doors. Claims below distinguish documented site functions from post-war assessments and from what remains unresolved.
02 Natanz: the exposed workhorse
Natanz is Iran’s best-known enrichment center and the clearest symbol of the pre-war program. The facility includes above-ground and underground components; the underground enrichment plant is protected by substantial concrete shielding. That geography creates two separate questions after bombing: what happened to surface infrastructure, and what happened to the halls, power systems and centrifuges below.
Even severe damage to access, electricity, ventilation or feed systems can halt production without erasing the machines. Conversely, a destroyed cascade hall could represent a major loss while leaving the know-how and replacement pathway intact. Natanz’s post-war status should therefore be described as operationally disrupted pending a verified inventory, rather than assigned a precise percentage of destruction that open imagery cannot support.

03 Fordow: buried, constrained, consequential
Fordow is an underground enrichment facility near Qom, built at a former Revolutionary Guard site. Its burial makes it the hardest of the three sites to assess from ordinary overhead imagery and the most consequential in any debate over whether strikes changed Iran’s long-term options.
“Buried” does not mean invulnerable. Entrances, ventilation, power, cooling and material flows remain dependent on surface systems. But disabling those systems is not the same as proving that every underground centrifuge is gone. Fordow may be inaccessible or inactive while still being a latent capability. That distinction will drive the next phase of diplomacy: access, monitoring and accounting, not just bomb-damage photography.

04 Isfahan: the less cinematic center
Isfahan is often lost in the visual drama around Natanz and Fordow. It is a broader nuclear technology and fuel-cycle center, associated with uranium conversion, research and fuel fabrication. That makes it less legible as a single “enrichment target,” but potentially more important to the question of whether Iran can rebuild.
If enrichment halls are damaged but conversion, design, machine tooling and records survive, a program can be delayed rather than ended. The reverse is also true: an apparently intact site may be unable to function if specialized inputs, controls or personnel have been lost. For Isfahan, the key post-war indicators are process continuity and supply-chain recovery, not one roofline.
05 What “remains” means in practice
Four inventories matter. First is material: uranium in various chemical forms, including any stockpiles that require accounting. Second is equipment: centrifuges, cascades, control electronics and spares. Third is infrastructure: power, cooling, ventilation, feed and waste systems. Fourth is knowledge: personnel, drawings, software, procurement relationships and institutional memory.
Bombing is most straightforward against fixed infrastructure. It is less decisive against dispersed equipment, movable stockpiles and human expertise. That is why the immediate post-war question should not be “Did Iran lose its program?” but “Which links in the chain are verifiably broken, and which are merely offline?”
06 The inspection problem now outranks the image problem
Independent verification is difficult after active conflict. Inspectors need safe access, documentation and permission to compare declared inventories with physical reality. Environmental sampling can help, but it is not a substitute for a complete equipment and material account. Satellite imagery can prioritize questions; it cannot close them.
The strongest test of the post-war settlement will be mundane: can monitors visit the relevant halls, reconcile inventories, establish where centrifuges and feedstocks went, and maintain continuity of knowledge about what is operating? If not, each side will fill the evidentiary gap with its preferred narrative—victory, survival or imminent breakout.
07 Bottom line: setback, not a clean slate
Natanz is the most visible symbol of disruption; Fordow is the deepest uncertainty; Isfahan is the rebuilding and fuel-cycle question. Together they suggest a program that may have suffered a serious operational setback without being reducible to a single destruction number.
The durable answer will come from access and accounting, not triumphant headlines. Until that happens, the most responsible assessment is conditional: the bombs may have changed the timeline, degraded infrastructure and raised the cost of recovery—but they did not, by public evidence alone, prove that every capability, material stockpile or avenue to reconstruction disappeared.
